Does the machine intelligence reboot our genuine knowledge of A.I.?

Considering you saw the movie the Matrix, I beg to ask the qeustion whether the AI Machine City and the A.I. as a whole reboots the current technology available somehow. If Trinity lived in a world of basic HTML at the beginning of her life and it got so constructed such as modern day smart phones, advanced HTML5, CSS, C++, Java, and all other computer languages, wouldn't she have the upper hand eventually?

So I ask

Does the machine city reboot the tech were "Allowed" to know backwords in advancement as they move forward?
