How are Storm troopers The "Elite"?

They keep being said their the best of the best. But from Star Wars Rebels and the movies they seem down right incompetent at times.

And the argument of them missing shots at The big three on purpose shouldn't apply because their supposed to be Palpatine's Waffen SS -cold and merciless.

This just doesn't seem to add up.
