Ministry of Magic appointed Umbridge as Inquisitor, Headmistress and DADA teacher at Hogwarts. Ministry of Magic was definitely under the influence of Voldemort. Given the cruelty shown by Umbridge, was she a Death Eater? Or, was she simply a strict beurocrat with a cruel personality?
