Why weren't Muggle parents and guardians counted as Muggle under section 13 of the International Confederation of Warlocks' Statue of Secrecy?

According to section 13 of the International Confederation of Warlocks' Statue of Secrecy, any magical activity which risks notice by members of the non-magical community (Muggles) was a serious offence.

Then, why were Dursleys, Hermione's parents etc exposed to the magic world? What could prevent them from going into media and spill out all of those secrets? Also, what could prevent them from going to cops for protection from mysterious and terrific things?
