By the very end of DragonBallGT is Goku the strongest fictional character in any known media?

Basically, because he has merged with the Eternal Dragons can he do anything? For example willing things out of existence like Thanos with infinity gauntlet, or seeing the future like Dr Manhattan from watchmen? Can he do anything?
