Does Borg really asimilate civilisations, not individuals?


A the end of "I, Borg" episode of Star Trek: The Next Generation, LaForge wants to beam down to the moon together with Hugh, because he is certainly sure, that Borg, who will eventually show up to pickup lost drone, will poses no harm to him. Hugh confirms that itself, by saying something like Borg asimilates entire civilisations, not individuals.

How can that be true? How can any serious script writer write something like this?


Isn't that obvious, that Borg asimilates everyone and everything, everywhere it can? Through all series and movies in Star Trek franchise, I've seen so far, I can name dozens of examples of such behavior. In "Scorpion" dual of Star Trek Voyager doctor says, that first and the most important thing, they should work around, is how to block injection of Borg stings, because this is the first thing Borg do always and everywhere.


How can anyone claim, that anyone is safe in any kind of contact with Borg. How can anyone claim, that Borg poses no threat to anyone under any circumstances? What am I missing?
