Why was a Ring given to Gandalf?


In Lord of the Rings, Celebrimbor forged 3 Rings for the Elves, one for Gil-Galas (late yield by Elrond), and another one for Galadriel. The third one, Narya, was initially for Cirdan, but Cirdan decided to transfer it to Gandalf to help him. That's fortunate since Narya, according to Wiki LotR has "the power to inspire others to resist tyranny, domination, and despair". It is not difficult to believe that such a power revealed very useful for the mission of the Fellowship.


My question:


Is there more than an happy coincidence in the choice of Cirdan to transfer the ring to Gandalf? Why not to Saruman? Or another Elf?
