In old who the 4th is forced back to alter the evolution of the daleks, daveros is the chief scientist on scaro at the time byt in the first century of the war with the thades some carneds were mutated into mutose, they were quickly exiled, daveros looks nothing like the other carneds he is obviously mutated; why was he never exiled like the other mutose? Also how did he obtain that power?
