Why do most fictional characters that are capable of flight need legs?

In science fictions and comics, many characters can fly with great maneuverability either through advanced technology or innate powers, but most of them have legs. Is it because the writers want them to be more like humans? Are there any good reasons to justify the fact that they all have legs when they could just levitate and move themselves in air at all times?
