AT-ATs managed to get to the surface of Hoth - during the Battle of Hoth. Why bother taking the shield generators down before sending in other forces?
Why not just land all your troops - some of whom could take the shield down during the course of their attack.
Sending in only AT-ATs first gives rebel forces time to escape. It makes zero sense.
