Trying to find a title to a movie that I watched in the 1990s?

It is a Sci fi Fantasy type of movie. Based on a futuristic type of world/ maybe out of space or not. They had a redish looking shark creature that flies into the girl's apartment (they fly over the city and are used as weapon), that creature can live out of water. The houses/homes/apartment are suspended in the air. Had a man who eventually mate with the girl and she give bird to a child who can transformed into a bird/pigeon. The man also is a man who can transform. The was a scene where the man hid in her bathroom and she hid the platform of the bathroom, and when the authorities came in her apartment they asked her where is her bathroom, she said she gave up showering a while back. I am very interested in this movie, if you know it, please let me know. Thanks
